REQUEST: 1) Ratification of an emergency purchase to replace Aerator No. 1 impellers in an amount not to exceed $150,000; and 2) Approval of Resolution No. R2019-08 amending the utility fund maintenance budget for fiscal year 2018-2019, by allocating fund balance for the replacement of Aerator No. 1 impellers at the Water Reclamation Plant; and providing an effective date.

EXPLANATION: The Water Reclamation Facility has been experiencing operational issues with Aeration Basin No. 1. A maintenance inspection revealed that the Basin's impellers need to be replaced to ensure reliability and operational efficiency. The impellers were installed when the unit was constructed in 1994. This repair and replacement is important in maintaining the facility's DEP Operating Permit. An emergency Purchase Order, in an amount not to exceed $150,000, to procure replacement impellers was required. An emergency purchase order was issued to Ovivio. USA, LLC who is the original manufacturer of the units. It is anticipated that the Utility's Plant Maintenance Team will install the replacement impellers.

Pursuant to the Village Purchasing Manual, emergency purchases are exempt from competition and all purchasing requirements can be waived when the need is the result of a serious and unexpected occurrence and demands immediate attention. However, emergency purchases over $25,000 still require Council approval.
