Randall Environmental, the apparent low bidder, did not meet the minimum qualifications of the bid and were deemed non-responsible.
In article 3 of the bid document, it clearly states:
• The Bidder, as the entity submitting the bid must be able to demonstrate successful performance at operational wastewater treatment plants. The Bidder shall demonstrate that it has successfully completed, as a General Contractor, a minimum of five (5) projects of similar scope and magnitude during the past ten (10) years. Referenced projects shall have a minimum value of $7,000,000.

Wharton Smith is highly capable and has completed numerous prior projects successfully for the Village.
