EXPLANATION:  Staff is seeking authorization to:

 

1.                     Award a contract to Wharton Smith, Inc. for the Wastewater Treatment Facility renewal and replacement project at a cost of $19,042,020.00.  This project includes significant renewal, replacement and expansion items including:

 

                     Installation of an influent flow meter

                     Structural and mechanical rehabilitation of the headworks

                     Demolition and replacement of the headworks odor control system

                     Improvements to the filter backwash mudwell

                     Installation of a new tertiary Filter No. 4

                     Various improvements to the dewatered biosolids systems

                     Construction of a new control building,  reuse control building, and blower building

                     Modifications to the existing operator’s building

                     Replacement of the existing sodium hypochlorite and sodium hydroxide chemical feed loop piping

                     Painting and coating all new and existing infrastructure

                     Miscellaneous concrete crack repair

                     Site civil improvements including paving, grading, and drainage

                     Various walkway, stairway, and handrail rehabilitation and improvements

                     Corresponding demolition work

                     Supporting electrical and instrumentation systems and various appurtenances associated with the above 

 

On November 11, 2018, the Village released bid #003-19/DZ, seeking qualified firms interested in bidding the Wastewater Treatment Facility Renewal and Rehabilitation Project.  On February 6, 2019, the Village received two (2) bids as summarized below:

Randall Environmental, the apparent low bidder, did not meet the minimum qualifications of the bid and were deemed non-responsible. 

 

In article 3 of the bid document, it clearly states:

                     The Bidder, as the entity submitting the bid must be able to demonstrate successful performance at operational wastewater treatment plants.  The Bidder shall demonstrate that it has successfully completed, as a General Contractor, a minimum of five (5) projects of similar scope and magnitude during the past ten (10) years.  Referenced projects shall have a minimum value of $7,000,000.

                     The Bidder, as the entity submitting the bid, shall have been in the general contracting business under the present name of the entity submitting the bid for a minimum of the previous ten (10) years.

 

Randall Environmental, Inc failed to meet the requirements listed above, and was therefore deemed non-responsible. The next lowest bidder, Wharton Smith Inc., met all of the requirements of the bid, and was deemed the lowest responsive, responsible bidder.

 

Wharton Smith is highly capable and has completed numerous prior projects successfully for the Village.

 

2.                     Approval of Resolution No. R2019-12 amending the Utility Fund for Fiscal Year 2018-2019 by allocating fund balance for the Wastewater Treatment Facility renewal and replacement project; and providing an effective date.

 

The adopted 2018 Rate Study anticipated the higher costs associated with current market demands. The current project fund balance of approximately $13.3 million has not been adjusted pending the bidding of the project.

 

Staff recommends 1) Awarding a contract to Wharton Smith, Inc. for the Wastewater Treatment Facility renewal and replacement project at a cost of $19,042,020.00.; and 2) Approval of Resolution No. R2019-12 amending the Utility Fund for Fiscal Year 2018-2019 by allocating fund balance for the Wastewater Treatment Facility renewal and replacement project; and providing an effective date.
