REQUEST: Authorization to award a contract to Aerex Industries, Inc. to furnish and install new nanofiltration membranes for reverse osmosis plants 1 and 2, in the amount of $629,410.00.

EXPLANATION: The existing membrane plants utilize reverse osmosis membranes which are approximately ten (10) years old, and at their useful life. The reverse osmosis membranes will be replaced with nanofiltration membranes which will provide the same excellent water quality but will require 55 percent less energy. This will result in significant operating cost savings. All existing membranes will be replaced under this project.

On February 19, 2019, the Village released ITB #201902 seeking qualified firms interested in bidding the new nanofiltration membranes for Reverse Osmosis Plants 1 and 2. On March 11, 2019, the Village received three bids as summarized below:

H2O Innovation USA did not meet the minimum qualifications of the bid and were deemed non-responsive.

Staff recommends awarding a contract to Aerex Industries, Inc, the lowest responsive, responsible bidder for the new nanofiltration membranes for Reverse Osmosis Plants 1 and 2 project, in the amount of $629,410.00. The contractor has indicated they would be performing the work in house and will not necessitate the use of subcontractors.
