RESOLUTION NO. R2019-17: A RESOLUTION OF WELLINGTON, FLORIDA’S COUNCIL AMENDING THE FISCAL YEAR 2018-2019 CAPITAL FUND BUDGET FOR THE RECREATIONAL TRAILS PROGRAM FOR THE PEACEFUL WATERS PHASE II TRAIL IMPROVEMENT PROJECT NUMBER T1828; AND PROVIDING AN EFFECTIVE DATE.

 

REQUEST:  Approval of Resolution No. R2019-16 to enter into an agreement with the Florida Department of Environmental Protection for a $200,000 grant and Resolution No. R2019-17 to amend the budget for grant proceeds.

EXPLANATION:  The Florida Department of Environmental Protection (FDEP) administers the Recreational Trails Program to provide grants for construction of new trails on municipal lands where recreational needs are identified.  The FDEP has awarded $200,000 in grant funding for the Peaceful Waters Phase II Trail Improvement Project to match Wellington’s investment in the outdoor recreation improvements of the project.  The Peaceful Waters Phase II Trail Improvement Trail Project will be constructed in the undeveloped area on the eastern portion of the park. 

 

The proposed project will include the renovation of approximately 685 linear feet of wooden boardwalk including composite decking, rails and trim. Composite decking was identified as the most desirable material due to its long-term durability.

 

To accept the grant, the Village is required to sign and return two original copies of the Grant Agreement No. T1828.  Approval of Resolution No. R2019-16 authorizes the Mayor to enter into an agreement with the FDEP for the grant.   Approval of the associated Budget Amendment Resolution No. R2019-17 will allocate the grant revenue and expenditure for the Peaceful Waters Phase II Trail Improvement Project.

FISCAL IMPACT:                     The budget amendment will increase the Utility Fund revenues and expenditures by $200,000 for the grant proceeds. The matching funds of $200,000 required are budgeted in the Utility’s Reuse System - Peaceful Waters capital improvement project.

RECOMMENDATION:                     Approval of Resolution No. R2019-16 authorizing the Mayor to enter into an agreement with the Florida Department of Environmental Protection for the Recreational Trails Program Grant T1828 and approval of Resolution No. R2019-17 for a budget amendment to allocate the $200,000 in grant monies to the Utility Fund revenue and project expenditures.
