REQUEST: Authorization to: (1) award a task order to Colome and Associates, Inc. to provide design, construction documents, and permitting services for the Water Treatment Plant warehouse, generator storage, field services building modifications, and miscellaneous site improvements, in the amount of $372,347.18; and (2) Award a construction manager at risk contract to Wharton Smith, Inc., to provide pre-construction services for the Water Treatment Plant warehouse, generator storage, field services building modifications, and miscellaneous site improvements, in the amount of $47,000.

EXPLANATION: Staff is seeking authorization to:
1) Award task order #2 to Colome and Associates, Inc., pursuant to RFQ# 003-18/ED, to provide design, construction documents, and permitting services for the Water Treatment Plant warehouse, generator storage, field services building modifications, and miscellaneous site improvements, in the amount of $372,347.18. The scope of work includes:
• Architectural
• Landscape Architectural
• Geotechnical Engineering
• Civil Engineering (Mock Roos, Inc.)
• Structural Engineering (ONM&J, Inc.)
• Electrical Engineering (Hillers Electrical Engineering, Inc.)
• Mechanical and Plumbing Engineering (J.L.R.D)
• Design
• Site Plan Approval
• Construction Documents
• Permitting Services
The project will consist of the demolition of the existing storage pavilion, the remodeling and expansion of the existing field services building, a multi-purpose room, a new warehouse, an open-air generator storage pavilion all located at the Water Treatment Facility.
2) Award a contract (Task Order #1) to Wharton Smith, Inc. to provide pre-construction services for the Water Treatment Plant warehouse, generator storage, field services building modifications, and miscellaneous site improvements, in the amount of $47,000.
On August 14, 2018, the Village Council authorized staff to negotiate a Construction Manager at Risk (CMAR) contract with Wharton Smith, Inc. for the construction of the Water Treatment Plant warehouse, generator storage, field services building modifications, and miscellaneous site improvements project. Staff has negotiated a task order, for pre-construction services, in the amount of $47,000 with Wharton Smith, Inc. to include the following scope:
• Perform a conceptual estimate and provide recommendations for value engineering, system or material alternatives.
• Detailed design document and construction schedule updated at 30, 60, and 100%
• Provide updated estimates at each design review cycle
• Attend design/pre-construction coordination meetings.
• Conduct subcontractor outreach to generate interest in the project
• Develop subcontractor prequalification packages
• Prepare subcontractor trade scope of work and bid packages
• Conduct Prebid conference and receive and analyze subcontractor bids
Staff recommends (1) awarding a task order to Colome and Associates, Inc. for the design of the for the Water Treatment Plant warehouse, generator storage, Field Services building modifications, and miscellaneous site improvements project in the amount of $372,347.18; and (2) awarding a Construction Manager at Risk contract to Wharton Smith , Inc., in the amount of $47,0000 for pre-construction services.
Additional task orders to Wharton Smith, Inc., for actual construction, will be presented to Council for approval, at a later date.
