EXPLANATION: This contract provides American Flow Control parts, tools, and accessories to be purchased from Ferguson Enterprises, Inc. the only authorized distributor in the State of Florida.

Contract #SS555450A was awarded by Palm Beach County, as a sole source contract, to Ferguson Enterprises, Inc. (letter attached). The contract was recently renewed by Palm Beach County effective through November 15, 2019.

The purpose of the hydrant captivator cap is to prevent tampering with the public water distribution system, reduce water theft and reduce the risk of system contamination through illegal tampering. It is a unique design that fits every hydrant from every manufacturer, regardless of year and model.

All of Palm Beach County Fire Rescue vehicles have been equipped with special tools, which are required to access the fire hydrant once the caps have been put in place. These tools all have unique serial numbers and are only sold to municipalities or governmental agencies.

Staff recommends utilizing Palm Beach County contract #SS555450A, for the purchase and delivery of hydrant captivator caps, in the amount of approximately $250,000 annually.
