ITEM: AUTHORIZATION TO UTILIZE A PALM BEACH COUNTY CONTRACT WITH HINTERLAND GROUP, INC. FOR MANHOLE REPAIRS AND REHABILITATION
REQUEST: Authorization to utilize Palm Beach County contract #R2019-0216 with Hinterland Group, Inc., as a basis for pricing, for manhole repairs and rehabilitation in an amount not to exceed $200,000 annually.

EXPLANATION: The Utility Department maintains over 4,000 sanitary manholes throughout the Utility Service Area. These manholes are a critical component of the Utility’s sanitary sewer system. This annual contract will allow the Utility Department to move forward immediately with emergency repairs, manhole rehabilitation projects, CIPP lining, lift station coating and various types of underground utility repairs for emergency and non-emergency situations. The services provided within this contract are vital to the Village’s utility system and play a major role in protecting the health and safety of the Village community.
On February 5, 2019, Palm Beach County awarded contract #R2019-0216 (WUD Project #18-069) effective through February 4, 2021 with one (1) optional twelve (12) month renewal. In order to ensure the best pricing, staff compared the Palm Beach County contracted pricing with a similar City of West Palm Beach contract and found the Palm Beach County contract provided the best overall value to the Village.
Staff recommends utilizing Palm Beach County contract #R2019-0216, as a basis for pricing, with the Hinterland Group, Inc., a Palm Beach County local vendor, for manhole repairs and rehabilitation in an amount not-to-exceed $200,000 annually.
