REQUEST: Authorization to award a task order to Kimley-Horn and Associates, Inc. for the design of the Membrane Plant No. 2 Train 7 Build Out Project, in the amount of $99,645.

EXPLANATION: The Utility owns and operates two Membrane Treatment Plants and one Lime Plant that combined have a rated capacity of 11 Million Gallons per Day (MGD). Based on projects that have recently connected to the water system approximately 2.84 MGD in capacity remains to serve new projects. There are significant development projects in the planning and permitting phase, including areas within Royal Palm Beach, which are projected to utilize 2.28 MGD in additional capacity leaving .56 MGD available for additional growth. These projects do not include the potential redevelopment of the Wellington Green Mall. Palm Beach County Health Department requires that plant expansions be under design when the demands reach 80% of the plants permitted capacity. We are currently at 75%. Due to the unprecedented level of development projects, staff is recommending that we move forward with design to ensure adequate capacity is available.

Staff is seeking authorization to award a task order to Kimley Horn and Associates for the design of the Membrane Plant No. 2 Train 7 Build Out Project, in the amount of $99,645.

The current Opinion of Probable Construction Cost for the expansion is $1,900,000, plus membranes and contingency, and will be included in the Utility's 2020 Capital Budget for Council's consideration. These Capital Costs will be recaptured through each development's payment of Water and Fire Capacity Fees.
