EXPLANATION: The Utility owns and operates ground water supply wells that supply untreated water to the Lime and Membrane Plants on Wellington Trace. The Utility is currently under construction on Phase II of a comprehensive water supply rehabilitation program to improve well performance, ensure available raw water supply to meet demands and extend the useful life of the wells.

On November 13, 2018, the Village Council awarded a contract to Florida Design Drilling, Inc., in the amount of $450,000, for the rehabilitation of surficial aquifer wells R2, R3 and R9, all of which provide water to the Membrane Plants. Routine well monitoring by Plant Operations staff identified a significant decline in performance on Well 24, which provides water to the Lime Plant. The decline is so severe that the well had to be taken out of service. Due to the criticality of the Lime Plant wells during the reconstruction of the Membrane Plant 1, staff recommends issuing a Change Order to Florida Design Drilling, Inc., in the amount of $91,000 to remedy the issue.

Staff is seeking approval of a Change Order to Florida Design Drilling, Inc., in the amount of $91,000, for wellfield 24 rehabilitation.

In addition, staff is seeking authorization to approve a budget amendment (R2019-27) in the amount of $91,000 to fund the change order by allocating Utility Fund reserves to the Wellfield Rehabilitation Project.
