REQUEST:                     Authorization to negotiate a contract with Urban Design Kilday Studios, to provide consulting services for the Town Center project.

EXPLANATION:                     On March 11, 2019, the Village released RFQ# 201906 seeking qualified firms interested in providing consulting services for the Town Center project. Services include all disciplines necessary to develop the overall master plan for the town center site, including some key details, phasing plan, probable cost of construction by phase, and detail construction design phase services. Additional services include building, pool, and site construction expertise.

 

This master planning process includes coordination with the adjacent landowners, special interest groups, businesses, and residents of the community.

 

The master plan includes, but is not limited to:

                     General open-space uses,

                     Expansion of the amphitheater and methods for creating “for pay ” event space,

                     The lakeside boardwalk, with uses and consideration of events/activities,

                     Exploring food and beverage service options, along the lakeside as well as vendor options, for surface water uses, i.e. canoes and kayaks rentals,

                     Surface and structured parking options including  parking for a professional office building, Village uses/events within Town Center and possible uses by retailers,

                     Retail or commercial uses along Ken Adams Way and Chancellor Drive,

                     The options for the inclusion of a performing arts center or civic center within the limits of Town Center,

                     Sound/noise mitigation measures from the site, specifically the amphitheater area. 

 

On April 11, 2019, the Village received proposals from four (4) firms interested in providing such services.  After evaluating the proposals, on April 22, 2019, the selection committee met and independently scored and ranked each proposer as follows:

 

1.                     Urban Design Kilday Studios

2.                     Chen Moore and Associates

2    REG Architects, Inc.

4    Robling Architecture Construction

 

The selection committee requested 30-minute sessions (15-minute presentation/15 minutes questions and answers) with the three highest ranked firms.

 

On May 2, 2019, the selection committee heard presentations and conducted interviews with the three short-listed firms. Subsequently, the committee re-scored and re-ranked the proposers as follows:

 

1.                     Urban Design Kilday Studios

2.                     REG Architects, Inc.

3.                     Chen Moore and Associates

 

Based on the results, the selection committee recommended contract negotiations with the highest ranked firm, Urban Design Kilday Studios.

 

Staff is seeking authorization to negotiate a contract with Urban Design Kilday Studios, a Palm Beach County local vendor, to provide consulting services for the Town Center project.  In the event a contract cannot be negotiated with Urban Design Kilday Studios, staff will initiate negotiations with the next highest ranked firm (REG Architects, Inc.).

 

Any negotiated contract will require Council approval prior to award.
