REQUEST:                     Approval of interlocal agreement between the Village of Wellington and the School Board of Palm Beach County for funding, planning, design, construction and maintenance of capital improvements for a sports complex at the Wellington Community High School.

EXPLANATION:                     On February 12, 2019, the Village Council authorized staff to negotiate a contract with the School Board of Palm Beach County for funding, planning, design, construction and maintenance of capital improvements for a sports complex at Wellington Community High School.

 

The scope of the project includes:

 

                     Funding of the entire project

                     Design, permitting, construction and future maintenance

                     All required lighting, fencing, etc.

                     Installation of four (4) new artificial turf multi-purpose fields

                     Resurfacing of one (1) artificial turf stadium field

                     Eight (8) newly constructed tennis courts

                     Three (3) newly constructed basketball courts

                     Installation of one (1) kickwall

                     One (1) newly constructed maintenance building

                     One (1) newly constructed concession stand and storage building with restrooms

                     Relocation of the field events stations (high jump, long jump, pole vault and discus) and batting cages.

                     Construction of student drop off area.

 

The term of the agreement is for thirty (30) years from date of execution, in the event a swimming pool is constructed as part of the overall project.  If the pool is not constructed prior to July 1, 2025, the School Board shall have the option to terminate or renegotiate the agreement after twenty (20) years from date of execution. 

 

Execution of this agreement is contingent on both Village Council and School Board approval.  The School Board is expected to consider approval of the interlocal agreement during an upcoming board meeting in June 2019.
