ITEM: AUTHORIZATION TO UTILIZE A STATE OF FLORIDA CONTRACT FOR SECURITY SERVICES, DURING THE CONSTRUCTION PHASE OF THE WASTEWATER TREATMENT FACILITY RENEWAL & REHABILITATION PROJECT
REQUEST: Authorization to utilize State of Florida contract #92121500-14-01, as a basis for pricing, for security officer services with U.S. Security Associates / Allied Universal in the amount of $65,000 per year.

EXPLANATION: The Utilities Department requires security officer services to secure the Wastewater Reclamation Facility during construction of the Renewal and Replacement Project. These security services will monitor and restrict access to the construction site on a daily basis for sixty (60) hours per week. Due to the criticality of facility relative to public safety infrastructure, all construction personnel are required to pass a background check. This security contract will ensure that all contractor personnel meet the security protocol requirements on a consistent basis.
The State of Florida provides a venue for all Florida vendors to propose prices for security officer services. Award was made to the four (4) lowest responsive and responsible bidders. State of Florida contract #92121500-14-01 was recently renewed for three (3) years through December 15, 2019. The Contracts Administration Department for the State of Florida tentatively plans to renew contract #92121500-14-10 for five (5) additional years, with no revisions to the current hourly rates under contract with each of the four (4) bidders.
U.S. Security Associates was recently (October 2018) acquired by Allied Universal who is also one of the four bidders who was awarded a contract for these security services. U.S. Security Associates is currently performing security services at the Water Treatment Plant Renewal and Replacement Project and has provided excellent services since September 2018.
