EXPLANATION:                     On January 12, 2016, Council awarded an engineering services contract (011-15/ED) to multiple vendors. As part of the solicitation, Keshavarz and Associates, Inc. was selected as one of the Village’s engineering service providers. Staff is seeking authorization to utilize such contract with Keshavarz and Associates, Inc. to provide engineering consulting services for the Polo Club Neighborhood Water and Wastewater assessment.

 

The Utility Department has been proactively conducting Water and Sewer Assessments in the older Wellington neighborhoods over the last several years. To date, water and sanitary sewer assessments have been completed in 24 neighborhoods within Sugar Pond Manor, South East Lake Wellington area and within Eastwood. These efforts have resulted twelve (12) Neighborhood Water and Sewer Reinvestment Projects currently valued at approximately $40.6 Million. Of this amount, $3.5 Million is for sanitary sewer rehabilitation and $37.2 Million is for the watermain replacement. These projects are currently envisioned to be implemented over a twelve (12) year period. Due to increased service line leaks within Palm Beach Polo, staff is recommending a Condition Assessment be conducted on 8.5 miles of watermain and 6.5 miles of sanitary sewer.  Palm Beach Polo is one of the oldest developments in Wellington and the water infrastructure was installed with substandard material that does not meet current standards. Additionally, significant deterioration of the infrastructure material has been observed during repairs. The sanitary sewer system has never been investigated to evaluate condition.

 

Keshavarz and Associates has successfully completed the three (3) previous Condition Assessments within the South East Lake Wellington area, Eastwood and Sugar Pond. The results of the Polo Assessment will be incorporated into the overall Neighborhood Reinvestment Program and prioritized according to need. The first Neighborhood Reinvestment Project No. 1 is scheduled to be formally bid within the next few months and is valued at $2 Million.  A budget Amendment is necessary as this project is not in the FY 2019 approved Capital Plan. Due to the severity of the observed deterioration, staff is recommending that this evaluation be conducted as soon as possible.

 

Staff recommends: 1) Awarding a task order to Keshavarz and Associates, Inc. to provide engineering consulting services for Polo Club Neighborhood Water and Wastewater assessment, at a cost of $212,984.50; and 2) Approval of associated Budget Amendment Resolution No. R2019-35.
