EXPLANATION:                     Staff is seeking authorization to:

 

1)  Award a task order, to provide Engineering Consulting Services, for a Risk and Resilience Assessment in the amount of $131,421.

 

On August 8, 2017, Council awarded an engineering contract (004-17/DZ) to multiple vendors. As part of the solicitation, Hazen and Sawyer, P.C. was selected as one of the Village’s engineering service providers. Staff is seeking authorization to utilize such contract with Hazen and Sawyer, P.C. to provide engineering consulting services for a Risk and Resilience Assessment (RRA) for the Village of Wellington.

 

On October, 23, 2018, the America’s Water Infrastructure Act of 2018 was signed into law. Under the Act, drinking water systems will be required to conduct risk and resiliency assessments and prepare emergency response plans based on the assessment. The assessment must include:  the risk of the system from malevolent acts and natural hazards; the resilience of the infrastructure including cyber resilience; the monitoring practices of the system; the financial infrastructure of the system; the use, storage and handling of chemicals and the operation and maintenance of the system. The assessment must be complete and certified to the Environmental Protection Agency by December of 2020. The RRA will culminate with an implementation plan for capital and operational needs for risk and resilience of the entire water system. The funding for this effort is included in the 2019 Utility Operating Budget.

 

The Utility Department is seeking authorization to utilize Hazen and Sawyer, P.C. to conduct the RRA for its water systems, including treatment facilities, storage tanks, pump stations and pipelines in compliance with the ANSI/AWWA J100 standards.

 

2)  Approval of Resolution No. R201941 amending the Utility Fund Capital Budget for Fiscal Year 2018-2019 by allocating fund balance for the Utility Risk and Resilience Assessment; and providing an effective date.

 

Staff recommends: 1) Awarding a task order to Hazen and Sawyer, P.C. to provide engineering consulting services for a Risk and Resilience Assessment at a cost of $131,421; and 2) Approval of Resolution No. R2019-41 amending the Utility Fund Capital Budget for Fiscal Year 2018-2019 by allocating fund balance for the Utility Risk and Resilience Assessment; and providing an effective date.
