EXPLANATION: On August 8, 2017, Council awarded an engineering contract (004-17/DZ) to multiple vendors. As part of the solicitation, Hazen and Sawyer, P.C. was selected as one of the Village's engineering service providers. Staff is seeking authorization to utilize such contract with Hazen and Sawyer, P.C. to provide engineering consulting services for WRF Process, Instrumentation and Control Diagrams Functional Control.

The Utility Department is in the design phase to replace the Process Logic Controllers (PLCs) at the Water Reclamation Facility. These PLCs control all plant functions and are vital to plant operations and monitoring. In order to complete the PLC upgrade, re-programming the new PLCs to continue to perform the monitoring and control functions, is required. Under this work authorization, Hazen and Sawyer will develop the control logic strategies by collecting and reviewing existing process instrumentation and control diagrams, process and control system databases, supervisory control and data acquisition screens, and all input and output from the numerous instruments and devices located at the Water Reclamation Facility.

The deliverable will include 13 process control packages consisting of 65 Functional Control Descriptions. These deliverables will be used by the PLC Installation Contractor to program the new PLCs.

Staff recommends awarding a task order to Hazen and Sawyer, P.C. to provide engineering consulting services for the WRF Process, Instrumentation and Control Diagrams Functional Control at a cost of $119,712.
