EXPLANATION: Pursuant to section 6-5 of the Village's Code of Ordinances, the sale, purchase, consumption and possession of alcoholic beverages is generally prohibited in Village parks. However, the Parks and Recreation Director has the authority to designate specific Village-owned locations where alcoholic beverages may be possessed or consumed and to permit the sale, possession or consumption of alcoholic beverages at Village-owned locations in connection with a special event.

In April of 2016, and in anticipation of the opening of the Wellington Community Center, the Village Council approved Resolution No. R2016-33, adopting a new Alcohol Risk Management Policy that governs the sale, possession and consumption of alcoholic beverages at Village-owned facilities.

In connection with the ongoing use of the Wellington Community Center and other Village-owned locations for special events, staff has reviewed the Alcohol Risk Management Policy and is proposing revisions to: 1) clarify the minimum security and insurance requirements for permittees hosting events at Village-owned facilities where alcohol will be served, sold or consumed; and 2) modify the language in the appendices to the Policy to track the language of the Policy and the Florida Statutes.
