REQUEST: Authorization to utilize Seminole County term contract IFB-602347-15/GCM, with Hydromax USA, LLC, for hydrant maintenance services in the amount of $118,100.

EXPLANATION: The Utilities Department owns and maintains 2,300 fire hydrants within the Village. To ensure public safety as it relates to fire protection, it is the goal of the Utility to do proactive maintenance on each hydrant every two years at a minimum. Due to the significant number of hydrants, it is extremely challenging to perform this type of maintenance in house. The standard industry practice is to utilize a third party vendor to complete these critical services.

Staff is seeking authorization to utilize a previously awarded Seminole County contract (IFB-6022347-15/GCM) with Hydromax, USA, LLC, for hydrant maintenance services in the amount of $118,100 (2300 hydrants at $47.00 each), including a contingency of $10,000 for unforeseen maintenance repairs which may arise throughout the maintenance and repair process. The Seminole county contract was previously awarded by Council on April 25, 2017, and does not expire until November 22, 2020.

In order to ensure the most competitive pricing, staff compared pricing with Palm Beach County and found the Seminole County contract with Hydromax, USA, LLC, provided the best overall value for the Village.

Staff is requesting authorization to utilize the Seminole County contract with Hydromax USA, LLC, for hydrant maintenance services, in the amount of $118,100 (including $10,000 in contingency). Hydromax USA, LLC, has performed this type of work for the Village in the past, and is well qualified and familiar with the Village's water distribution system.
