EXPLANATION: On August 8, 2017, Council awarded an engineering contract (004-17/DZ) to multiple vendors. As part of the solicitation, Hazen and Sawyer, P.C. was selected as one of the Village's engineering service providers. Staff is seeking authorization to utilize such contract with Hazen and Sawyer, P.C. to provide engineering consulting services for the Water Reclamation Facility Development of Process and Instrumentation Diagrams for the Village of Wellington.

The Village of Wellington Water Reclamation Facility is currently under construction for a $19 Million renewal and replacement and expansion project. Additionally, a separate construction project will replace existing Process Logic Controllers (PLCs) which have exceeded their useful life. These PLCs control all aspects of plant operations. In order to bid the PLC replacement project and document improvements under the ongoing construction project, development of Process and Instrumentation Diagrams (PIDs) are required. The PIDs are essential for the Utility and outside contractors to troubleshoot and modify the plant control systems. The project is anticipated to be completed within nine months of approval. Funding for this project is in the approved Utility Capital Budget.

Staff recommends a task order to Hazen and Sawyer, P.C. to provide engineering consulting services for the Water Reclamation Facility Development of Process and Instrumentation Diagrams at a cost of $140,308.00.
