EXPLANATION: The Utility Department owns, operates and maintains eighteen (18) surficial wells that provide raw water to the lime and reverse osmosis plants. Phase II of the Utility's Wellfield Rehabilitation Program is currently under construction. Well 24 is one of four (4) wells currently being rehabilitated. It has been determined that Well 24's surface casing was originally installed too short which is allowing a significant amount of sand to migrate into the well rendering the well obsolete. The Utility's Hydrogeologic Consultant, JLA Geosciences, Inc. has provided a recommendation regarding Well 24 to restore the functionality of the well by over drilling the existing surface casing and reconstructing the well in place. The approach is anticipated to save the Utility approximately $250,000 as compared to drilling a new well.

Pursuant to the Village's Purchasing Manual, emergency purchases over $25,000 require Council ratification. Funds are available in Utility Reserves to fund this expenditure.
