ITEM: AUTHORIZATION TO AWARD A CONTRACT FOR THE BOLLARD REPLACEMENT PROJECT AT THE PATRIOT MEMORIAL AND WELLINGTON AMPHITHEATER
REQUEST: Authorization to award a contract to Cerrito Electric, Inc. for the Bollard Replacement project, at the Patriot Memorial and Wellington Amphitheater, in the amount of $163,020.00.

EXPLANATION: This project includes removal and replacement of all lighted bollards located at the Patriot Memorial and the Wellington Amphitheater. The proposed concrete bollards will mirror the bollards recently installed at Dorchester and Essex Neighborhood Parks. A total of 39 lighted bollards (Patriot Memorial - 18, Amphitheater - 21) will be replaced.
On November 18, 2019, Wellington released ITB #202002 on Demandstar, seeking qualified firms to provide such services. The solicitation was also advertised in the Palm Beach Post and posted on Wellington’s website. On December 17, 2019 four (4) proposals were received.

The lowest responsive, responsible bidder was All-Site Construction, Inc., a Palm Beach County local vendor, who submitted a bid price of $163,079.00.
Pursuant to Chapter 9 of the Village’s Purchasing Manual, if a Western Communities local business submits a price bid within 5% of a non-local or Palm Beach County local business submitting the lowest bid, the lowest Western Communities local business shall have the opportunity to submit a best and final bid equal to or lower than the low bid.
Cerrito Electric, Inc. qualified as a local Western Communities vendor and was within 5% of the low bid. Pursuant to our Local Preference Policy, they were afforded the opportunity to submit a best and final bid equal to or lower than the price submitted by All-Site Construction, Inc. Cerrito Electric, Inc. elected to submit a revised bid of $163,020.00, approximately $59.00 lower than the price submitted by All-Site Construction, Inc.
Staff is recommending award of contract to Cerrito Electric, Inc. a Western Communities local vendor in the amount of $163,020.00.
