REQUEST:                     Authorization to approve a task order to Hazen and Sawyer, P.C. to provide engineering services for the Peaceful Waters Hydraulic Phase 1 Design at a cost of $48,896.

EXPLANATION:                     On August 8, 2017, Council awarded an engineering contract (004-17/DZ) to multiple vendors. As part of the solicitation, Hazen and Sawyer, P.C. was selected as one of the Village’s engineering service providers. Staff is seeking authorization to utilize such contract with Hazen and Sawyer, P.C. to provide engineering consulting services for the Peaceful Waters Hydraulic Phase 1 Design.

 

The Utility owns and operates a water reclamation system which is permitted by the Department of Environmental Protection. This system treats the plant’s wastewater effluent to high level disinfection standards to allow it to be reclaimed for other beneficial purposes. A portion of the reclaimed water is used to irrigate Wellington parks and medians in public road right of ways. Additionally, approximately 200,000 gallons per day (gpd) of reclaimed water is returned to Peaceful Waters Wetland located adjacent to the plant within Village Park. Peaceful Waters Wetland supports an abundance of animal and plant species native to South Florida and was recently recognized as a top destination for birders.  This Work Authorization will provide for the design of required infrastructure improvements to increase the amount of water sent to the wetland by 100% or 400,000 gpd. The South Florida Water Management District’s Lower East Coast Plan encourages utilities to expand reclaimed beyond traditional irrigation uses. This reclaimed water would otherwise be disposed of down an existing deep injection well, which has no environmental benefit. Hazen and Sawyer is well qualified to perform this work. Construction is currently estimated at $300,000. Funding for this work is in the approved Utility Capital Improvement Plan. The Village has requested a Legislative Appropriation to fund 50% of the construction cost.

 

Staff recommends a task order to Hazen and Sawyer, P.C. to provide engineering consulting services for the Peaceful Waters Hydraulic Phase 1 Design at a cost of $48,896.
