REQUEST: Authorization to award a task order to Kimley-Horn and Associates, Inc. in the amount of $57,325, for the Water Treatment Plant Train 8 Design and Permitting.

EXPLANATION: On January 12, 2016, Council awarded an engineering services contract (011-15/ED) to multiple vendors. As part of the solicitation, Kimley-Horn and Associates, Inc. was selected as one of Wellington's engineering service providers. Staff is seeking authorization for the Water Treatment Plant Train 8 Design and Permitting.

Upon completion of construction of the Water Plant Renewal and Replacement Project late this year, the Water Plant will be able to produce 12.3 Million Gallons a Day (MGD) of treated water. Water production will be from one (1) 4.7 MGD Lime Plant, two (2) 1.8 MGD membrane trains and four (4) 1 MGD membrane trains.

Earlier this year the water plant its highest peak demand ever of 7.72 MGD. The Lime Plant is the produces the largest single source volume of water, each year the Lime Plant must be taken out of for service for at least two (2) weeks for maintenance. This leaves only 7.6 MGD of available capacity, which is less than the new peak day demand. In order to provide enough water production capacity to meet new demand levels when equipment is down for service or repairs, we are recommending installation of Train 8 in FY 2021. Train 8 will provide an additional 1.8 MGD of production capacity which will ensure that adequate capacity is always available.

The Utility Capital Budget for FY 2020 included the design of Train 8. Train 8 is currently estimated to cost $1.6 Million. This proposal is approximately 4% of construction costs.
