REQUEST: Authorization to award a task order to Kimley-Horn and Associates, Inc. in the amount of $121,900, for the Membrane Treatment System Improvement Plan.

EXPLANATION: On January 12, 2016, Council awarded an engineering services contract (011-15/ED) to multiple vendors. As part of the solicitation, Kimley-Horn and Associates, Inc. was selected as one of Wellington's engineering service providers. Staff is seeking authorization to utilize such contract with Kimley-Horn and Associates, Inc. to provide consulting services for the Membrane Treatment System Improvement Plan.

The Utility completed a Water Reclamation Facility Master Plan that projected ultimate water and wastewater system demands through a 20 year planning horizon (2038). The Utility was successful in securing a Consumptive Use Permit from the South Florida Water Management District to meet the 2038 demand projections from the Surficial Aquifer. This project will develop a planning level document that will focus on the best available membrane treatment and technologies to meet ultimate water system demand projections while producing excellent finished water quality. Evaluations will consider overall water quality, unregulated contaminants, Federal Contaminants of Emerging Concern, existing regulatory requirements, potential future regulatory requirements and strive to maximize the existing membrane facilities.

Staff recommends awarding a task order to Kimley-Horn and Associates, Inc. to provide engineering consulting services for the Membrane Treatment System Improvement Plan at a cost of $121,900.

The scope of this work is included in the approved Utility Capital Improvement Plan.
