ITEM: AUTHORIZATION TO CONTINUE UTILIZING A CITY OF WEST PALM BEACH CONTRACT, AS A BASIS FOR PRICING, FOR ADDITIONAL EXPENDITURES FOR LABOR AT THE WATER AND WASTEWATER TREATMENT PLANTS
REQUEST: Authorization to continue utilizing a City of West Palm Beach contract, as a basis for pricing, for supplemental labor at the Utility Department for an additional $110,000 annual expenditure.

EXPLANATION: The Utility Department is requesting authorization to continue utilizing U.S. Water Services Corporation to supplement existing staff. This contract has been utilized to supplement Water Plant and Wastewater Plant Operators during the COVID period. It can also be used to supplement personnel in the Water Distribution, Wastewater Collection and Plant Maintenance Divisions. This has not been required to date.
On March 18, 2020, Council approved $60,000 in expenditures to utilize U.S. Water Services Corporation for these services. Staff requested an additional $30,000 on June 6, 2020 for a total of $90,000. Staff is requesting authorization for an additional $110,000. To date $128,858.75 has been expended and was authorized by the Village Manager as permitted under the Emergency Order. There are currently no US Water Staff onsite at either plant. The total annual expenditures will not exceed $200,000 without further approval by Council. Payments will be based on actual hours worked and is not guaranteed. Payments for these services is from the approved FY 2020 Utility Operating Budget.
The City of West Palm Beach executed contract No. 19260.002 effective through June 5, 2021 with no rate increases. The agreement may be renewed for an additional one (1) year term.
