REQUEST: Authorization to award a contract to Sterling Water Technologies, LLC for the supply and delivery of liquid dispersion polymer in the amount of approximately $80,000 annually.

EXPLANATION: One of the end products of the Water Reclamation Facility is biosolids (sludge). Liquid dispersion polymer helps to thicken and remove water from the biosolids, prior to the biosolids drying unit, for final processing. The end product is Class AA biosolids, the highest quality biosolids achievable.

On July 22, 2020, the Village released ITB # 202031 seeking qualified vendors for the supply and delivery of liquid dispersion polymer. To allow for competition, manufacturers and suppliers were permitted to submit a "reseller" and "equal" polymer product, provided it met the Village's needs. On August 12, 2020, the Village received three (3) proposals:

Staff recommends awarding a contract to Sterling Water Technologies, LLC for the supply and delivery of liquid dispersion polymer, at $1.98 per lb., or $.19 more per lb. than the current contract. The financial impact of the increase is approximately $8,500.00 annually.

The initial term of the contract is for two (2) years from the date of award and is renewable for two (2) additional one (1) year periods.
