REQUEST: Authorization to award a sole source contract to Parkson for the Wastewater Reclamation Facility Bar/Filter Screens Rebuild project, in the amount of $155,888.00.

EXPLANATION: The Water Reclamation Facility has two (2) Parkson Filter Screens on the Headworks of the Water Reclamation Facility. These mechanical screens are approximately eight (8) years old and require a complete rebuild to avoid mechanical failure. It is typical for this type of screen to require a complete rebuild within 5-10 years. The rebuild will allow these screens to operate for an additional 8-10 years before being replaced. Replacing the two (2) units now would cost approximately $300,000. Therefore, rebuilding the units yields a 50% cost savings over replacing the units. Parkson is the original manufacturer and supplier of the existing units. Additionally, Parkson is the only company with certified technicians capable of working on the units.

In order to ensure there were no other vendors that were able to provide these services, staff posted a Request for Information (RFI) with a description of the work to be completed, for seven (7) days on both Demandstar and Wellington's website. Wellington did not receive a response from any other vendors.

Staff recommends awarding a sole source contract to Parkson, to provide the Waterwater Reclamation Facility Bar/Filter Screens Rebuild Project at a cost of $155,888.00. This repair is budgeted in the Utilities Capital expense budget in the amount of $196,000.00.
