EXPLANATION:                     Staff is seeking authorization to:

 

1.                     Award annual Public Works contracts for Asphalt milling, Resurfacing and Sealcoating, Village-wide.

 

On July 22, 2020, Wellington released ITB #202028 on Demandstar seeking qualified bidders to provide such services. The solicitation was also advertised in the Palm Beach Post and posted on Wellington’s website. On August 20, 2020, nine (9) proposals were received.

 

The solicitation included three sections consisting of roadway milling and resurfacing, pathway resurfacing, and sealcoating. The quantities identified in the bid form, which constitute the basis for award, are based on projected needs over the initial and renewal terms of the contract. The initial term of the contract is for three (3) years from date of award with the option to renew for two (2) additional one (1) year terms.

 

Staff recommends awarding contract to a primary, secondary and tertiary vendor for Section A and B and awarding a contract to a primary and secondary vendor for Section C. The secondary vendors will be utilized in the event that the primary vendor cannot provide the required services. Tertiary vendors were selected for instances in where the primary and/or the secondary vendors could not provide the services. The department will evaluate the pricing on a project by project basis and utilize the vendor that best meets their needs for the project.

Staff recommends 1) Awarding contracts for Annual Asphalt Milling, Resurfacing and Sealcoating Village-wide; and 2) Utilizing the existing annual contracts summarized above, for various FY 2021 Public Works projects that exceed $25,000. The total estimated cost of all projects combined is $2,015,279.00.
