REQUEST: Authorization to utilize a Southeast Florida Cooperative contract with Lhoist North America for the purchase and delivery of quicklime in the amount of approximately $350,000 annually.

EXPLANATION: The Water Treatment Facility utilizes quicklime, calcium hydroxide, in its lime softening water treatment process to soften the water prior to blending with the membrane treated water.

The City of Tamarac, acting as the lead agency for the Southeast Florida Co-Op, awarded contract #20-21B to Lhoist North America for the purchase and delivery of quicklime effective November 1, 2020 through October 31, 2023, including three (3) additional one (1) year renewal options.

Due to fluctuating cost, the contract allows for quarterly price adjustments for material and transportation. Price escalations and de-escalations are passed on to all twenty-three (23) participating agencies, including Wellington. Cost adjustments reflect only a direct pass-through of costs, and no changes to the vendor's profit margin are permitted. Wellington's current cost is $272.14 per delivered ton. The FY 21 budget amount is $350,000 which is a $44,000 reduction from FY 20. The reduction in the budgeted amount is due to the fact that more water will be treated with membrane treatment as the renewal and replacement construction project nears completion.

Staff requests authorization to utilize a Southeast Florida Co-op contract with Lhoist North America for the purchase and delivery of quicklime.

No Western Community or Palm Beach County local vendor provides quicklime in the quantities required.

Prior year expenditures are approximately $280,000.00.
