ITEM:                     COUNCIL DIRECTION REGARDING THE APPOINTMENT OF A COMMUNITY MEMBER AND AN ALTERNATE TO THE CANVASSING BOARD

 

REQUEST:                     Staff is seeking direction from Council regarding the appointment of a community member and an alternate to the Canvassing Board for the upcoming 2022 election.

EXPLANATION:                     In March 2016, the voters approved a referendum amending the Village Charter with respect to the composition of the Canvassing Board.  Currently, the Canvassing Board consists of those members of the Village Council not running for re-election and the Village Clerk.

 

The amendment to the Charter requires the Council to appoint, by not less than four affirmative votes, a community member and an alternate member to serve on the Canvassing Board when necessary to avoid single or even membership.  In addition, the amendment to the Charter provides that the appointments shall occur at least twelve months prior to the election.  Vice Mayor Siskind and Councilman McGovern cannot serve as they will be up for re-election leaving an even number serving on the Canvassing Board.  The Charter is silent as to the method to be used for such appointments.  Staff is therefore seeking direction on the appointment process.

 

Although the Village’s next municipal election is not until March 2022, community appointments to the Canvassing Board would have to be made not later than March 2021.
