REQUEST:                     Authorization to award annual public works contracts to multiple vendors.

EXPLANATION:                     The Public Works, Utilities, and Engineering Departments utilize annual contracts for planned capital maintenance projects such as canal cleaning, installation of drainage pipe and structures, swale reconstruction and roadway and pathway base installation, as well as unscheduled emergency repair and maintenance projects.

 

The existing annual public works contracts are set to expire on January 14, 2021. On November 2, 2020, Wellington released ITB #202101, seeking qualified vendors to provide such services on Demandstar. The solicitation was also advertised in the Palm Beach Post and posted on Wellington’s website. On December 1, 2020, eleven (11) proposals were received.

Pursuant to Chapter 9 of the Village’s Purchasing Manual, if a Western Community and/or a Palm Beach County local business submits a bid price within 5% of a non-local business submitting the lowest bid, the lowest Western Community and/or Palm Beach County business shall have the opportunity to submit a best and final bid equal to or lower than the low bid.

 

D.S. Eakins Construction Corp (Palm Beach County), Foster Marine Contractors, Inc. (Western Community), Hinterland Group, Inc. (Palm Beach County), and Marcinkoski Gradall, Inc. (Palm Beach County) were all afforded the opportunity to submit a best and final pricing equal to or lower than the pricing submitted by FG Construction, LLC. (Non-Local) and South Florida Building, Inc. DBA BDI Marine Contractors (Non-Local) on several items.

 

Staff recommends awarding contracts to the nine (9) qualified bidders who were low on at least one item and staff will utilize the unit prices provided by each to determine the lowest priced vendor on a project-by-project basis.  Top Grade Contracting, Inc., was deemed non-responsive and Rio Bak Corporation was not low on any of the items on the schedule of values.

 

Below is a summary of Public Works project estimated to exceed $25,000 proposed for Fiscal Year 2020-2021:

 

                     Swale Maintenance: Reconstruct miscellaneous swales throughout the Village around inlets and problem areas - approximate cost of $94,750.00.

 

The initial term of the contract is for three (3) years from the date of award with the option to renew for two (2) additional one (1) year periods.
