ITEM: 1) RATIFICATION OF AN EMERGENCY REPAIR OF THE WATER RECLAMATION FACILITY DRYER; AND 2) APPROVAL OF RESOLUTION NO. R2021-05 AMENDING THE UTILITY FUND MAINTENANCE BUDGET FOR FISCAL YEAR 2020-2021 BY ALLOCATING FUND BALANCE FOR EMERGENCY REPAIRS TO THE WATER RECLAMATION FACILITY DRYER; AND PROVIDING AN EFFECTIVE DATE.
REQUEST: 1) Ratification of an emergency repair of the Water Reclamation Facility Dryer in the amount of $91,131.75; and 2) Approval of Resolution No. R2021-05 amending the utility fund maintenance budget for fiscal year 2020-2021 by allocating fund balance for emergency repairs to the Water Reclamation Facility dryer; and providing an effective date.

EXPLANATION: On July 14, 2020, Council awarded a sole source contract at AIT Services, Inc. for the Water Reclamation Facility Dryer Rehabilitation project, in the amount of $170,704.00. While onsite, AIT Services, Inc. discovered that the dryer shaft was severely damaged to the point that it could not be operated without potentially causing catastrophic damage. The repair required a company that could perform precision machining on the shaft while in place. AIT is not qualified to perform this work and recommended In Place Machining Company out of Wisconsin. All work on the dryer has been completed and is now in full operation. Wharton Smith was utilized to construct an emergency sludge bypass line to go directly from the press to the hauling trucks. The Utility's Emergency Biosolids Disposal Contract was utilized to dispose of the non-dried sludge during the period of the dryer inoperability. A summary of the costs are listed below:
