ITEM: AUTHORIZATION TO EXECUTE A CHANGE ORDER FOR THE AERATION TANK INFLUENT PIPING AT THE WASTEWATER TREATMENT PLANT

EXPLANATION: The FY 2021 Utility Capital Budget includes the design and construction of anaerobic selector at the Water Reclamation Facility. The project is currently under design by Hazen and Sawyer and will be bid later in the year. The project includes complex underground piping that will affect the headworks operation of the plant. Given the complexity of this work, along with the need to minimize plant impacts, it is staff's recommendation to complete this portion of the work as a Change Order to Wharton Smith as they are currently onsite, are extremely knowledgeable of the underground infrastructure and plant operations and are highly qualified.
Wharton Smith LLC was awarded the Water Reclamation Facility Renewal and Replacement project in March 2019. This Change Order will provide a savings to Wellington, as Wharton Smith is already mobilized on site. Additionally, expediting this portion of the work will secure material at current costs eliminating the potential for increased costs due to supply chain volatility. This change will extend the contract time an additional 60 calendar days.
Staff recommends executing a Change Order with Wharton Smith LLC. for the aeration tank influent piping for the Water Reclamation Facility in the amount of $301,416.
