EXPLANATION: On January 12, 2016, Council awarded an engineering services contract #011-15/ED to multiple vendors. As part of the solicitation, Kimley-Horn and Associates, Inc. was selected as one of Wellington's engineering services providers. Staff is seeking authorization to utilize this contract with Kimley-Horn and Associates, Inc. to provide chemical feed system rehabilitation and improvements.

Finished drinking water is currently produced from three separate plants including the Lime Softening Plant, Membrane Plant 1 and Membrane Plant 2. Obtaining a stable blended finished water is operationally challenging given the location of physical structures, the variation in system demands from each plant and the location of chemical injection systems. The chemical system improvements under this project will allow the operators to treat the finished water from each plant separately which will provide improved operational flexibility and chemical dosing control. Additionally, the existing systems are at their useful life and are in need of replacement. The systems to be improved include sodium hypochlorite, ammonia, polymer, carbon dioxide, fluoride and caustic. This authorization will cover the associated design, permitting, and bidding services to construct the project.

Staff recommends awarding a task order to Kimley-Horn and Associates, Inc. to provide engineering consulting services for the Chemical Feed System Rehabilitation and Improvements Project, in the amount of $99,630.
