A RESOLUTION OF WELLINGTON, FLORIDA’S COUNCIL AUTHORIZING THE SUBMISSION OF AN APPLICATION FOR FINANCIAL ASSISTANCE PURSUANT TO THE PALM BEACH TRANSPORTATION PLANNING AGENCY (TPA) TRANSPORTATION ALTERNATIVES PROGRAM FOR FUNDING IN THE AMOUNT OF $552,039.68 FOR A PROPOSED MULTI-PURPOSE PATHWAY ADJACENT TO THE C-8 CANAL; AGREEING TO FUND THE LOCAL SHARE OF THE PROJECT AND THE ONGOING MAINTENANCE AND OPERATIONS EXPENSES ASSOCIATED WITH THE PROJECT; AND PROVIDING FOR AN EFFECTIVE DATE.
REQUEST: Approval of Resolution No. R2021-17, authorizing the Village Manager or his designee to submit a grant application to the Palm Beach Transportation Planning Agency (TPA) requesting funds in the amount of $552,039.68 to construct a multi-purpose pathway on the east side of the C-8 Canal from Forest Hill Boulevard to Stribling Way.

EXPLANATION: The Village submitted a preliminary Transportation Alternatives grant application to the Transportation Planning Agency (TPA) in February 2020. The scope of the project is to create a 10-foot wide multi-purpose pathway on the east side of the C-8 Canal, from Forest Hill Boulevard on the north to Stribling Way on the south. The pathway would also go around the perimeter of Wellington Green Park and provide access to the Mall at Wellington Green.
The next step in the application process is to submit a Resolution of Support from Council stating that Wellington is committed to funding the design, construction management, and construction for the project and will be reimbursed for all eligible construction costs. As part of the resolution, Wellington will also be responsible for all maintenance of the facilities constructed.
If awarded, the grant money would go toward the construction of the 10-foot wide multi-purpose pathway. This pathway would connect to an existing pathway at Stribling Way and provide an opportunity for a future connection north of Forest Hill Boulevard.

FISCAL IMPACT: Funding will be included in a future budget (starting in FY2022 and continuing through FY2024), if the grant application is approved. The Engineers Cost Estimate for the project is $727,941.98 (Wellington portion = $175,902.30 + TPA Transportation Alternatives portion of $552,039.68). Note: Wellington’s portion of $175,902.30 includes a required contingency of $107,961.20.
