REQUEST: Approval of a License Agreement with the School Board of Palm Beach County and the Village of Wellington for installation, maintenance and operation of Village Owned Wireless Communication Equipment (TROPOS).

EXPLANATION: The Utility utilizes a proprietary mesh radio telemetry network to communicate with facilities remote to the water and wastewater plants, including lift stations, supply wells, reuse pump stations and booster pump stations. The Utility is in the final phase of construction to replace the entire Telemetry Mesh Router System. This $1.4 million project was necessary due to the fact that the existing equipment was at the end of its useful life. Final commissioning has yielded communication challenges with facilities east of SR 441. Staff identified an existing monopole located at Palm Beach Central High School that could accommodate installation of additional equipment to improve communication. Palm Beach County School Board staff is amenable to collocating equipment which will be installed and maintained by the Village.

This License Agreement stipulates provisions and responsibilities for collocation. The Agreement is valid until either party terminates. There is no annual associated cost to the Village.
