REQUEST: Authorization to award a continuing contract for Construction Manager at Risk (CMAR) Services to Wharton-Smith, Inc.

EXPLANATION: On February 11, 2021, the Village released RFQ 202113 seeking qualified firms interested in providing CMAR services to the Village for various utility water and wastewater capital improvement projects, on a continuing contract basis. The awarded CMAR firm will function as a General Contractor responsible for publicly bidding trade contracts, all scheduling and coordination of the project, and the successful, timely, and economical completion of the assigned project. The awarded CMAR firm will provide preconstruction and construction services and will be responsible for constructing the project pursuant to a contractually guaranteed maximum price. Not all projects will require construction services, but may only include pre-construction services, including estimating.

Eligible projects under this solicitation include: construction at the Water Treatment Plant, Water Reclamation Facility, Water Storage Facilities, Water Booster Facilities, Water Supply Facilities and Utilities Central Operations Facility including but not limited to site civil, underground utilities, structural, mechanical, electrical and process controls, where the total price of the project does not exceed $4 million (pursuant to FS 287.055, 255.103).

On March 22, 2021, the Village received proposals from two (2) firms interested in providing such services. Both firms moved on to the Presentations and Oral Interviews session.

On April 8, 2021, the selection committee heard presentations and conducted interviews. Subsequently, the committee scored and ranked the proposers as follows:
