ITEM: RESOLUTION NO. R2021-26 (PRELIMINARY TRIM RATES FOR WELLINGTON SOLID WASTE COLLECTION AND RECYCLING ASSESSMENT)
A RESOLUTION OF WELLINGTON, FLORIDA'S COUNCIL ADOPTING THE PRELIMINARY NON-AD VALOREM ASSESSMENT RATES FOR SOLID WASTE COLLECTION AND RECYCLING SERVICE FOR TRUTH-IN-MILLAGE ("TRIM") PURPOSES WITHIN THE JURISDICTIONAL BOUNDARIES OF WELLINGTON; AND PROVIDING AN EFFECTIVE DATE.
REQUEST: Approval of Resolution No. R2021-26 setting the preliminary FY 2022 TRIM rates for solid waste collection and recycling proposed at $171/unit for curbside service and $121/unit for containerized service.

EXPLANATION: The Solid Waste Authority of Palm Beach County requests the Truth-in-Millage (TRIM) rates for Solid Waste Collection and Recycling in early June to facilitate their processing.
The solid waste collection and recycling contract rates will increase for Fiscal Year 2022 based on the bids received and presented to Council. The Wellington Solid Waste Collection & Recycling non-ad valorem assessment rates have been set below the amount required to cover operating costs in order to utilize excess fund balance to meet expenditures. For FY 2022, or year one of the new contract, the residential collection rate under the new contract increases to $17.60 per residential curbside unit. The preliminary FY 2021/2022 TRIM assessments rates are calculated to rise along with the contract rates increases.
The preliminary TRIM collection and recycling rates fund the FY 2021/2022 preliminary Solid Waste budget in attached Exhibit A. The preliminary budget totals $5.98 million, up $1.34 million or 29% from the FY 2021/2022 adopted Solid Waste budget, and allocates $1.79 million in reserves to balance the budget. Wellington Solid Waste currently services approximately 22,466 curbside accounts and 1,845 containerized accounts.
