AN ORDINANCE OF WELLINGTON, FLORIDA’S COUNCIL AMENDING THE WELLINGTON COMPREHENSIVE PLAN, MORE SPECIFICALLY, A COMPREHENSIVE PLAN TEXT AMENDMENT TO REPEAL AND REPLACE WELLINGTON’S COMPREHENSIVE PLAN, IN ITS ENTIRETY, EXCLUDING THE CAPITAL IMPROVEMENTS ELEMENT, INCLUDING ANY ELEMENT MAPS, AS CONTAINED HEREIN; PROVIDING A CONFLICTS CLAUSE; PROVIDING A SEVERABILITY CLAUSE; PROVIDING AN EFFECTIVE DATE.

EXPLANATION: The Wellington Comprehensive Plan is being updated. The Plan forms the blueprint for Wellington’s future for the next 10 to 20 years. The Plan is comprised of 10 “elements” or chapters and each element consists of goals, objectives, and policies to guide development and redevelopment, transportation, infrastructure, parks, and capital improvements. The Plan includes several optional elements, such as the Equestrian and Education Elements, focused on community priorities generally unique to Wellington. Each element is comprised of goals, objectives, and policies to address statutory requirements as well as community priorities.
The update of the Plan was presented to the Planning, Zoning, and Adjustment Board over the course of several months and the PZAB recommended approval of all elements at the following meetings:

The Council considered each element prior to being transmitted to the Department of Economic Opportunity (DEO) at the meetings shown in the table below. All elements were approved on first reading by Council, transmitted to DEO, and are ready for adoption. The elements are now combined in one ordinance for adoption.

At the January 26, 2021, Wellington Council meeting, the Council voted unanimously (5-0) to adopt Ordinance No. 2010-12, Capital Improvements Element (CIE). The CIE is not being repealed as the updated Ordinance was already adopted as it is required by Florida Statutes to be updated annually.
