EXPLANATION: Pursuant to RFQ# 202113, on May 11, 2021, the Village Council awarded a continuing Construction Manager at Risk (CMAR) contract to Wharton-Smith, Inc.
Staff is seeking authorization to issue an Amendment, providing a GMP for the Water Treatment Plant (WTP) Well Variable Frequency Drive (VFD) Project. This project will address the need to upgrade various wells to add variable frequency drive (VFD) units, associated controls and site improvements. These upgrades will provide significantly enhanced operations control and save money by allowing the motor to produce only the amount of energy required to pump to the plant. This phase will include Wells Nos. R1, R2, R3, and R4 which serve the existing two (2) membrane plants. Substantial Completion has been established at 458 days after Notice to Proceed.
Bids were also obtained to make the same improvements to five (5) existing lime wells. These improvements are budgeted in FY 22, therefore Staff anticipates bringing a future Amendment to Council after October 1 for these improvements.
Staff recommends executing a GMP Amendment to Wharton-Smith, Inc. for the Water Treatment Plant (WTP) Well Variable Frequency Drive (VFD) Project at a cost of $1,723,533.00, including $144,985 in contingencies.
