EXPLANATION:                     Pursuant to the Consultant’s Competitive Negotiation Act (CCNA), the Village released RFQ# 202121, on May 26, 2021 seeking qualifications from firms interested in providing engineering services to the Village.  On June 28, 2021 the Village received sixteen (16) proposals.  The firms were able to submit on up to 4 disciplines or categories. The selection committee independently evaluated, scored and ranked proposals from three (3) water and wastewater treatment engineering firms, eight (8) utility general civil, water distribution and storage, and wastewater collection engineering firms, eleven (11) civil water engineering firms, and four (4) traffic engineering firms.  On July 22, 2021, the selection committee short-listed multiple firms for presentations/interviews. The selection committee met again on August 11, 2021 to hear presentations/interviews and subsequently scored and ranked each proposer.  Based on the results of the scoring, the committee is recommending negotiations with the following firms:
