ITEM: AUTHORIZATION TO AWARD A SOLE SOURCE CONTRACT TO BADGER METER, INC. FOR THE PURCHASE OF BADGER METERS AND COMPONENTS

EXPLANATION: In June 2008, the Village selected water metering products and technology manufactured by Badger Meter, Inc. for use in its utility metering operations. Badger Meter, Inc. (formerly National Meter & Automation) is the only manufacturer’s authorized dealer, and sole provider for Badger Meter products. Therefore, it is necessary to enter into a sole source contract for the purchase of meters, endpoints and associated equipment for Fiscal Year 2021-2022.
The contract is governed by Wellington’s standard purchase order terms. A majority of planned expenditures will be for replacing existing meter endpoints. The endpoints are what send a meter’s monthly usage electronically to our mobile meter reading unit. The existing endpoints are approximately fourteen (14) years old and the lithium batteries are beginning to fail. Staff has negotiated a reduced price of approximately $80 for each endpoint which is approximately 50% below the listed price of $159.74. Unit prices shall not exceed those listed within the provided annual price list.
The Utility Department currently maintains approximately 20,500 meters Village-wide. The cost for meters serving new accounts are paid for by the customer.
Staff recommend awarding a sole source agreement to Badger Meter, Inc. to provide Badger Water Meters and Components at an annual cost not to exceed $500,000.
