EXPLANATION: Pursuant to RFQ# 202113, on May 11, 2021, the Village Council awarded a continuing Construction Manager at Risk (CMAR) contract to Wharton-Smith, Inc.
Staff is seeking authorization to issue an Amendment, providing for a GMP for the Water Treatment Plant (WTP) Storage Tank Cleaning and Inspection Services Project. The scope of the project includes the draining, cleaning, inspection and production of a certified report by a Professional Engineer of all six (6) prestressed, composite ground storage tanks. Each tank's structural integrity will be reviewed to determine what measures, if any, are needed to remedy deficiencies so that the longest useful life of the tanks can be realized and water quality maintained. Florida Administrative Code Chapter 62-555.350 requires the inspection of the tanks a minimum of every five (5) years. The inspections were previously completed in 2017. This GMP is restricted to draining, cleaning, inspection and engineering services only and does not include any repair work. Repair work will be completed utilizing Owner Controlled Contingencies in the amount of $143,350. Four (4) of the tanks are located at the Water Plant and two (2) of the tanks are located at the two (2) remote booster station sites. Substantial Completion has been established at 80 days after Notice to Proceed. Final Completion has been established at 29 days after delivery of the Punch List.
