ITEM: AUTHORIZATION TO AWARD A TASK ORDER TO PROVIDE ENGINEERING SERVICES FOR THE WATER TREATMENT PLANT (WTP) EMERGENCY DIESEL GENERATOR 3 REPLACEMENT PROJECT
REQUEST: Authorization to approve a task order to Hillers Electrical Engineering, Inc. to provide engineering design services for the Water Treatment Plant (WTP) emergency diesel generator 3 replacement design and bidding phase services project, in the amount of $130,665.00.
EXPLANATION: On August 8, 2017, Council awarded an engineering services contract (004-17/DZ) to multiple vendors. As part of the solicitation, Hillers Electrical Engineering, Inc. was selected as one of the Village's engineering service providers.
The Water Plant utilizes two fixed emergency generators to provide emergency power to the lime and membranes plants. Generator 3 provides power to Membrane Plant 1 and other associated plant equipment. This generator is over 30 years old, at its useful life, and is designed to support 4160V power service. Due to the 4160 voltage, the Utility must engage specialty contractors to work on the supporting equipment due to safety concerns. The Utility had Hillers conduct a study to evaluate three options to replace the generator. The most cost-effective option included replacing the generator with a new 480V unit in a walk-in style, weather protective, impact resistant outdoor rated enclosure at another location on the plant. This will allow the existing unit to remain fully functional until the new unit is installed and operational. The current opinion of cost for the project is $3 Million including engineering. Hiller's Electrical Engineering, Inc. will engage subconsultant Hazen and Sawyer, P.C. to perform design elements related to civil, structural, and mechanical disciplines.
