ITEM: ORDINANCE NO. 2021-21 (FY 2021/2022 ANNUAL CAPITAL IMPROVEMENT ELEMENT UPDATE OF WELLINGTON’S COMPREHENSIVE PLAN)
AN ORDINANCE OF WELLINGTON, FLORIDA’S COUNCIL, UPDATING THE WELLINGTON COMPREHENSIVE PLAN BY INCORPORATING THE ANNUAL REVIEW AND REVISIONS TO THE CAPITAL IMPROVEMENTS ELEMENT TO REFLECT THE 2021/2022 THROUGH 2026/2027 FIVE-YEAR CAPITAL IMPROVEMENT PLAN FOR LEVEL OF SERVICE PROJECTS; UPDATING POLICY CI 1.2.5 TO ADOPT THE SCHOOL DISTRICT OF PALM BEACH COUNTY’S FISCAL YEAR 2021/2022 10-YEAR CAPITAL IMPROVEMENTS SCHEDULE BY REFERENCE; PROVIDING FOR CONFLICT AND SEVERABILITY; AUTHORIZING THE MANAGER TO UPDATE THE COMPREHENSIVE PLAN; AND PROVIDING FOR AN EFFECTIVE DATE.
REQUEST: Approval of Ordinance No. 2021-21 updating Table CI-1, Wellington Capital Improvement Plan 5 Years Level of Service Projects, and Policy CI 1.2.5 which adopts the School District of Palm Beach County’s 10-Year Capital Improvements Schedule by reference, of the Capital Improvement (CI) Element of Wellington's Comprehensive Plan.

EXPLANATION: Pursuant to Section 163.3177(3)(b), Florida Statutes, local governments are required to undertake an annual review of the Capital Improvements Element to update the Five-Year Capital Improvement Plan (CIP) for Level of Service (LOS) projects. The update to the schedule is not considered an amendment to the Comprehensive Plan. Table CI-1 of the Capital Improvement Element is proposed to be updated with the following LOS projects:
• Acme 10-Year Flood Mitigation Program to improve conveyance and drainage on roadways;
• Public Works Facilities Improvements to expand park maintenance storage areas and complete hazard mitigation improvements;
• Construct general utility service improvements;
• Install volleyball courts at Greenbriar Park;
• Add equestrian trail crossings at the C-1 Canal and expand trail connections at Palm Beach Point and 50th Street;
• Install basketball courts, sidewalks, and crossings at Tiger Shark Cove;
• Conduct a needs assessment, plan, and design of the future Sheriff Substation;
• Purchase land (Moncado) and expand the Wellington Environmental Preserve;
• Widen the multi-use path and/or expand multi-purpose pathways along Big Blue Trace, Aero Club Drive, Greenview Shores Boulevard, C-2 Canal, and Stribling Road;
• Rework drainage, expand, and improve signalization at the Pierson Road and South Shore Boulevard intersection;
• Add hard courts, clay courts, and pickle ball courts to the Tennis Center;
• Phase II of Town Center;
• Planning of the reconstruction of the Aquatics Center;
• Expansion of the Water Treatment Plant;
• Various improvements to the Water Reclamation Facility;
• Raw water supply improvements Village-wide;
• Water meter and water main replacement Village-wide; and
• Force main replacement and lift station upgrades Village-wide.
The following LOS projects have been removed from the Table:
• Improvements to fields 6, 7, and 21 at Village Park have been completed;
• Basketball courts, sidewalks and crossings at Tiger Shark Cove have been installed and completed;
• Reconfiguration and restructure sports facilities and bus loop at Wellington Community High School has been completed;
• The Wellfield Rehabilitation, Well Construction, Mechanical and Electrical, Lime Well Improvements, Raw Water Main Extension, Water Treatment Plant Water Main Replacement, Lime R/O Raw Water System Connection, Water Storage and Repump Improvements, Neighborhood Investment Program, South Shore Water Main Replacement, Utilities General Facilities Improvements, and Peaceful Waters Wetland Phase III have been removed because they either have been cancelled, renamed, or merged into another CIP projected listed on the table.
In addition, Policy CI 1.2.5 - School District of Palm Beach County has been amended to reference the School District District’s Fiscal Year 2021/2022 Budget.
The Village Council voted 4-0 at first reading to approve Ordinance No. 2021-21.

FISCAL IMPACT: The update of the Capital Improvements Element memorializes the Wellington Capital Plan approved by the Wellington Council as a part of the FY2021/22 Budget.
