EXPLANATION: The Utility operates three (3) separate water treatment plants that can provide up to 12.3 MGD of potable water to its customers both within and outside of the Village boundaries. Two types of water treatment technologies are utilized, nanofiltration membrane treatment (7.6 MGD) and conventional lime softening (4.7 MGD). The Utility has developed a Five (5) Year Strategic Plan which includes transitioning away from lime softening to 100 percent nanofiltration membrane treatment. Membrane treatment is the best available technology and will address contaminants of emerging concern and upcoming enhanced regulations. The Utility has developed an incremental approach to expanding the membrane plants which consists of Phases I-V. Phase I, which was completed last year, included the installation of membrane Train 7 under the Water Plant Renewal and Replacement Project. This GMP incorporates Phase II of the Plan, which includes construction of Membrane Train 8 in Membrane Plant 2 including process equipment, electrical and control components. Upon completion, the membrane plants combined will be able to produce 9.4 MGD. The project is anticipated to be complete within 443 calendar days.

Wharton Smith and their proposed Team are well qualified to perform this work. This project is funded in the approved Utility Capital Improvement Plan. Kimley Horn is...
