EXPLANATION:                     Pursuant to RFQ# 202113, on May 11, 2021, the Village Council awarded a continuing Construction Manager at Risk (CMAR) contract to Wharton-Smith, Inc.

 

Staff is seeking authorization to issue an Amendment, providing a GMP for the WRF Emergency Power and PLC Improvements Project. The Water Reclamation Facility obtains power from two onsite generators. The oldest generator was installed in 1996 and is rated at 820 kilo watts (KW). The newest generator was installed in 2009 and is rated at 2 megawatts (MW). The 1996 generator is at its useful life and needs to be replaced. An analysis was conducted evaluating the ability to eliminate the 1996 smaller generator and transfer all emergency power operations to the 2009 larger generator. The study concluded that the larger generator could power the entire plant, thereby eliminating the need to replace the smaller generator. This GMP will include the construction of the new electrical duct bank and associated electrical work to connect the supported facilities to the 2009 generator.

 

This GMP also includes the replacement of 11 Programmable Logic Controllers (PLCs) that provide automated process control of the facility. The existing PLCs are past their useful life, since parts are no longer available, and are being phased out by the manufacturer. Substantial completion of the project has been established at 372 calendar days from the date of commencement.

 

Staff is also seeking authorization to approve a Work Authorization with Hillers Electrical Engineering, Inc. in the amount of $125,360.42 for assistance during the construction phase. Hillers provided design services under a Work Authorization with Hazen and Sawyer. It was decided to contract with Hillers Electrical directly as all civil and mechanical fuel system improvements were deleted from the construction GMP due to cost escalations. These improvements will be incorporated into the FY 23 Utility CIP.

 

Staff recommends (1) executing a GMP Amendment to Wharton-Smith, Inc. for the WRF Emergency Power and PLC Improvements Project at a cost of $2,575,155.00, including $125,000.00 in contingencies; and 2) Awarding a task order to Hillers Electrical Engineering, Inc to provide construction phase engineering services in the amount of $ 125,360.42.
