ITEM: AUTHORIZATION TO NEGOTIATE A CONTRACT FOR THE DEVELOPMENT OF WELLINGTON COMMUNITY PARK

EXPLANATION: On August 16, 2021, the Village released RFP # 202122 seeking proposals from firms for the design, construction, operation and maintenance of Wellington Community Park located at 3401 South Shore Boulevard.
On October 20, 2021, the Village received one proposal from Wellington Athletics, LLC. The proposal (attached) includes the following conceptual components:
• One (1) regulation sized baseball field
• One (1) regulation sized softball field
• One (1) multi-use field accommodating football, soccer, and lacrosse (can also be lined for youth t-ball fields)
• A 100 meter turf straight away track
• A 5,910 square foot indoor batting cage/pitching mound facility located between baseball and softball fields
• Indoor Facility 40,300 square feet including indoor basketball courts/volleyball courts
• A 5,625 square foot cheerleading/gymnastics space
• Approximately 10,000 square feet of general fitness area
• Approximately 3,100 square feet private workout room for one on one personal programming and conditioning training.
• Physical therapy and chiropractic space including exam rooms, state of the art amenities such as a hot tub, cold tub, infrared sauna, steam room. Float tank and massage room.
• Approximately 1000 square foot café for quick healthy meal prep, smoothies, recovery drinks, and healthy snack options.
• Proposed facility reserves sufficient space to accommodate additional basketball/volleyball courts
Wellington Athletics, LLC was created in October 2021 and its mission is to provide young athletes with a wholistic approach to achieving their goals on the field, in the classroom, or at home. Wellington Athletics strives to close the gap between those with and without financial means, support system, and resources needed to achieve their fullest athletic and academic potential. The Wellington Athletics team consists of several current and former professional athletes with local school ties:
• Jon Bostic, President and Manager (Panther Run, Polo Park, Palm Beach Central, University of Florida). Currently plays linebacker in the National Football League for the Washington Football Team.
• Devon Travis, Vice President (Polo Park, Palm Beach Central, Florida State University) Retired from Major League Baseball (Toronto Blue Jays). Currently works in front office with Atlanta Braves.
• Josh Evans, Director of Operations (University of Florida), Retired from National Football League (Jacksonville Jaguars), Current founder of Level Up Fitness-Jacksonville, Florida.
• Patrick O’Donnell, Strategic Partner/Investor (Palm Beach Central, University of Miami), Current punter in the National Football League for the Chicago Bears.
In addition, Wellington Athletics’ development team consists of professionals whose businesses reside in Palm Beach County:
• Birse Thomas Architects - Palm Beach Gardens, Florida
• Cotleur & Hearing Landscape Architects - Jupiter, Florida
• Kimley-Horn and Associates, Inc. - Delray Beach, Florida
• Verdex Construction - West Palm Beach, Florida
• Gunster, Yoakley & Stewart, P.A. - West Palm Beach, Florida
On October 28, 2021, the selection committee scored and ranked the Wellington Athletics proposal, and unanimously recommended that contract negotiations with Wellington Athletics be presented to the Village Council for consideration.
Staff is seeking authorization to negotiate a contract with Wellington Athletics, LLC. Any successfully negotiated contract will be presented to Council for award and execution at a later date.
