ITEM: ORDINANCE NO. 2022-03: COMPREHENSIVE PLAN AMENDMENT TO THE MOBILITY ELEMENT
AN ORDINANCE OF WELLINGTON, FLORIDA’S COUNCIL AMENDING WELLINGTON COMPREHENSIVE PLAN, MORE SPECIFICALLY, TO MODIFY THE MOBILITY ELEMENT BY REPLACING THE EXISTING PEDESTRIAN NETWORK MAP WITH THE PEDESTRIAN PATHWAY NETWORK MAP; UPDATING THE BICYCLE LANES MAP; ADDING THE MULTI-MODAL PATHWAYS MAP; REORDERING OTHER EXISTING MAPS IN THE MOBILITY ELEMENT; PROVIDING A CONFLICTS CLAUSE; PROVIDING A SEVERABILITY CLAUSE; AND PROVIDING FOR AN EFFECTIVE DATE.

EXPLANATION: The proposed Comprehensive Plan amendment is to modify the existing pedestrian maps to add a pathway system to the overall network, update the bike lanes map with current and future improvements, and add a multi-modal pathway map to the Mobility Element. These map modifications are based on research completed and in accordance with the Bicycle and Pedestrian Circulation Plan.
Policy MB 1.1.5 of Wellington’s Comprehensive Plan states that the Bicycle and Pedestrian Circulation Plan be reviewed periodically to develop priorities for the expansion of facilities and improvements to be included in the annual Capital Improvement Budget and the 5-Year Capital Improvement Plan.
This proposed amendment is in compliance with the Comprehensive Plan and includes updates to the Bicycle and Pedestrian Circulation Plan, by reference, as referenced in the policy.
SUMMARY: The Planning and Zoning Division recommends approval of Ordinance No. 2022-03 to modify the Pedestrian Pathways Network, Bicycle Lanes, and Multi-Modal Pathways maps of the Mobility Element in the Comprehensive Plan.
