REQUEST:                     Approval of Resolution No. R2022-17 setting the preliminary FY 2023 TRIM rates for solid waste collection and recycling proposed at $220/unit for curbside service and $170/unit for containerized service.

EXPLANATION:                     The Solid Waste Authority of Palm Beach County requests the Truth-in-Millage (TRIM) rates for Solid Waste Collection and Recycling in June to facilitate their processing.

 

The solid waste collection and recycling contract rates will increase for Fiscal Year 2023 based on the FY 2023 preliminary budget with cost increases due to economic impacts and the new contract beginning in 2021.  The Wellington Solid Waste Collection & Recycling non-ad valorem assessment rates have been set to the amount required to cover operating costs plus use of fund reserves.  The contract for solid waste collection includes an annual increase related to the CPI for Water, Sewer & Trash Collection.  This indicator was at 4.02% for March 2022.  In addition to a budgeted increase in the contract rate of 4.00%, Wellington has experienced a substantial increase in the number of trash bin replacements at a higher per unit expense due to a rise in materials cost.

 

For FY 2023, or year two of the new contract, the residential collection rate required to fund increasing expenditures is $220 per unit, a rise of $49 per residential curbside unit, and $170 per containerized unit, up $49 from FY 2022.  This is the preliminary adoption and the final rates set in August may not be set higher than the rates adopted today.

 

       

 

The preliminary TRIM collection and recycling rates fund the FY 2022/2023 preliminary Solid Waste budget in attached Exhibit A.  The preliminary budget totals $6.57 million, up $590,000 or 10% from the FY 2021/2022 adopted Solid Waste budget, and allocates $1.29 million in reserves to balance the budget. Wellington Solid Waste currently services approximately 22,700 curbside accounts and 1,800 containerized accounts.

 

Resolution No. R2022-17 specifies the preliminary FY 2023 collection and recycling rates to be included on the annual TRIM notice for all properties served by Wellington Solid Waste. The preliminary rates of $220/unit for curbside service and $170/unit for containerized service represent increases of $49 in each service type. The final assessment rates and budget will be adopted following the required public hearing in August.  The Council may adopt final rates at or below the preliminary TRIM rates.
