ITEM: AUTHORIZATION TO: 1) AMEND THE ANNUAL APPROVED AMOUNT FOR GIS SUPPORT SERVICES; AND 2) AUTHORIZATION TO CONTINUE UTILIZING A CONSULTANT TO PROVIDE GIS SUPPORT, DEVELOPMENT AND INTEGRATION
REQUEST: Authorization to: 1) Amend the annual approved amount for GIS support services for an additional $55,000 for Fiscal Year 2022; and 2) Authorization to continue utilizing a consultant to provide GIS support, development and integration for approximately $80,000 for Fiscal Year 2023.

EXPLANATION: Staff is seeking authorization to:
1) Amend the annual approved amount for GIS support services for an additional $40,000 for Governmental Projects and $15,000 for Utilities Projects for Fiscal Year 2022 to provide additional support while the vacant GIS Manager position is open.
On September 13, 2021, Council approved the use of this contract in an amount not to exceed $60,000.
Pursuant to the Village's Purchasing Manual, the Change Order threshold for this procurement requires Council approval.
2) Continue utilizing a consultant to provide GIS support, development and integration for approximately $80,000 for Fiscal Year 2023.
The Village utilizes Flipside Geographics, LLC DBA Flipsidegeo to provide additional GIS support as needed. The scope of work includes but is not limited to steady Village-wide growth of GIS to meet departmental needs and the requirement to integrate GIS data into the ERP system, SQL server database enhancements, GIS development and scripting as well as ERP GIS integration.
Flipside Geographics, LLC has extensive knowledge of the Village's GIS system, working directly with the Village staff and the current ESRI software since 2015.
Pursuant to the Village's Purchasing Manual, services involving special skill, ability, training or expertise are exempt from completion. However, since expenditures will exceed $50,000 annually, Council approval is required.
